This is a policy of the Department of Social and Health Services of the state of Washington (DSHS) with an initiative to provide health coverage to the children of the state. This brings all the children health welfare programs into a stream.
There are separate eligibility guidelines for each and every program under the umbrella of this policy. This covers for all the children till the age of 19. In addition to that, there are also income and other resource limitations for this program which varies according to the size of the family.
